As President of GCI, Theresa has led hundreds of projects for government agencies, businesses, and non-profit organizations. She has more than 27 years of experience in community involvement, community-based planning, meeting facilitation, project management, and government relations. She oversees every project and customizes each one to her clients’ specific needs.
Theresa has completed training courses in citizen participation, group facilitation, and strategic planning processes, including the International Association for Public Participation (IAP2) Certificate course. An active member of IAP2 since 1995, Theresa has served as Deputy Presiding Member of the International Board of Directors and past president of IAP2 USA.
Brock BarnhartChief Operating Officer
Brock became GCI’s first Chief Operating Officer in 2017. His 13-plus years of experience in community relations, public involvement and communications includes serving as the Community Relations Manager and Assistant Communications Director for the Arizona Department of Transportation (ADOT). Brock has worked on several transportation projects and studies as part of the Maricopa Association of Government’s Regional Transportation Plan and projects within ADOT’s Five Year Construction Program. Brock’s experience also includes work on municipal and flood control projects and studies.
Debbie FinkChief Financial Officer
Debbie Fink has more than 25 years of experience in office and contract management and has been with Gunn Communications for 15 years. Debbie started her career in the Communications and Marketing Division of a large financial institution where she was responsible for managing the budgets of several departments. She is responsible for GCI’s contract management, accounts payable and receivable as well as Human Resources.
In her spare time, she enjoys crunching numbers in a family Fantasy Football League and March Madness Bracketology.
Crystal RubinSenior Project Manager
Crystal Rubin has more than 11 years of experience in community outreach and engagement in both the public and private sectors. She specializes in providing coordination on the implementation of public engagement plans as well as providing public outreach and information support for complex projects during construction.
Kelly CairoSenior Project Manager
Kelly specializes in project management and logistics, strategic communications, and publication writing and design. In addition to her past work experience in public relations for Bashas’ Markets, as a public information officer for Maricopa County, and as the publications coordinator for the Arizona Department of Environmental Quality, Kelly has worked as a communications consultant for nearly 20 years. She is also a professional fiction writer.
Daina MannSenior Project Manager
Daina Mann has over 25 years of experience in community and public relations in the public and private sectors. She has implemented public involvement and public information programs for numerous studies and projects, including some of the largest infrastructure projects in the metropolitan Phoenix region, such as the METRO light rail system and major freeway expansion projects. Her areas of expertise include preparing and implementing public involvement and communications plans, developing public information materials, stakeholder outreach and coordination, public meeting/hearing planning, organizing stakeholder workshops, key message development, media relations, planning community and special events, and public surveying.
Todd BelznerProject Manager – Real Estate Acquisition/ Relocation
Todd Belzner is a Certified Appraiser whose career spans more than 28 years in real estate and right-of-way acquisition, relocation, appraisal, cost estimation and litigation support for municipal, county and state government agencies in Arizona. Todd has helped save taxpayers millions of dollars on projects by coordinating with project design teams to suggest ways to value engineer projects by minimizing right-of-way acquisition and relocation costs.
Albert GranilloProject Manager (Bilingual)
Albert Granillo provides bilingual outreach for GCI projects. Albert is a native Spanish speaker who was born and raised in Arizona. He is able to quickly build rapport and trust with community stakeholders in addressing construction-related issues. He currently provides construction phase public information and outreach and has also provided general support for other GCI projects.
Jennifer NalleyProject Coordinator
Jennifer Nalley has more than eight years of experience in marketing and communications, with six of those years spent in the AEC industry, primarily on public projects. She provides coordination and support for GCI projects as well as website administration, writing/editing, and public outreach at events. She is an intrepid defender of the Oxford comma who enjoys writing micro-fiction and creating digital collages.
Tabatha HuertaBusiness Operations Coordinator
Tabatha has 10 years of administrative background in various industries. She oversees the administrative duties of the main GCI office where she ensures the daily operations run smoothly while assisting the team in any way possible. She is a team player that wears many hats. Outside of work, Tabatha’s primary joy is being a wife and mother to her son and 3 stepdaughters. She also enjoys working out with her husband and singing karaoke with him.
Taylor BarkerProject Coordinator (Bilingual)
Meet Taylor! When it comes to team problem solving and graphic design needs, Taylor is in her element. She’s not afraid to laugh at herself and loves telling her most embarrassing stories like the time she went to the pool with a banana sticker on her forehead. Taylor finds joy in content writing, and may or may not overshare pictures on social media. In her family, she recently earned the title of “social media-go-to” especially when grandma accidentally uploads private information onto social media. #crisisaverted In her free time, Taylor researchs lifestyle blogs for design elements and life hacks, listens to Podcasts especially about women in history, and loves learning from food and fitness gurus on Instagram. Also, watch out for Taylor on her drives to and from work as she can be seen belting the words to her favorite songs.
Heisman BarnhartMorale Officer
Heisman is perhaps the key contributor to the ongoing, consistent success of GCI. Always on the move, Heisman assists each and every employee in their day-to-day routine. As a positive motivator Heisman’s skill is unmatched and quite possibly the only one who looks forward to Monday mornings. We still have to work through some daily nap-time issues, but no one is perfect.
